The game was built on an idea that won the top prize in the open "game proposal call" run around 1989 in the arcade game magazine Gamest.
It was first designed around the "rolling switch", the special input device introduced with Lost World (now Forgotten Worlds), but in the end it was adjusted so it could also be played on a normal arcade cabinet with a lever and buttons, and in Japan it reached the market only for rental (it was sold in North America).
The Capcom development team therefore rated it highly, calling "the idea of fighting by swinging a primitive weapon, an iron ball on a chain, fresh".
As a result it was seen more often in cabinets outside toy shops and video rental stores than in arcades (the overseas version, Eco Fighters, was released officially).
According to a Capcom employee only a small number of units were shipped, and it is treated as a "phantom game".
