As a past example he mentioned that, when he was approached about using Pac-Man on casino machines, a complaint came from one American state that "Pac-Man belongs to children", and the plan was dropped.

In time, Namco brought a civil suit against a company that had installed unauthorised copies of the Pac-Man board in coffee shops and operated them, on the grounds that it had infringed the right to screen a film.

On 1984-9-28 the Tokyo District Court handed down its judgment, and the images of Pac-Man were recognised as a cinematographic work under copyright law.

As material for this lawsuit, internal data such as the algorithm for the movement of the monsters and the speed of Pac-Man's movement were made public.

Namco also brought a civil suit against Gijutsu Hyoronsha for including in a magazine and publishing shareware that infringed the copyright of Pac-Man.

On 1994-1-31 the Tokyo District Court handed down its judgment, and part of the claim was upheld.

On 1982-5-24 it was sued by Namco for copyright infringement.

He analyses that the simple gameplay and the cute character appealed to people of all ages.
