Originally, around 1990, Kishimoto had conceived a story in which Billy and Jimmy fight in the Kowloon Walled City as Double Dragon 4, but he reconsidered, thinking that "the world of Double Dragon in Hong Kong is too obvious and dull", and changed the plan to one that put Kunio, who had so far only rampaged in Osaka and had not developed his action in the wider world, in the lead role and let Kunio and the others rampage around the world.
As a result it was never released, because Technos Japan went bankrupt, but Sabu's older brother, who was to have appeared in this game, later appeared as the boss of the Chinese mafia "Red Snake" in River City: Tokyo Rumble (2013), and ideas such as Kunio and the others fighting in a Hong Kong film studio were also partly put to use in that game.
Kishimoto wrote a draft for a Kunio-tachi no Banka sequel titled , which was planned for the PlayStation, but was never actually developed.
